Dear Sisters and Brothers,


This is Carol Branaman. I served on the green book ’98 contract team and on the National Executive Board for two terms until retiring in 2006. I left with many regrets and disappointments. Among them were the following three:

1. During the period 2000 to 2006 we had spent millions to retain and court lobbyists who were strong conservative Bush loyalists who disappeared when it counted. Our leadership got a lot of flattery and pictures with Congressmen and Senators but precious little else.

2. Our reputation on Capitol Hill and within labor circles was spotty at best. We were perceived as arrogant in many congressional offices.

3. Our employees were an unhappy dysfunctional group who worked at cross purpose with the left hand not knowing what the right hand was doing.

I know that the last three years have been among the worst in our history for you. NATCA was blocked at every turn by the Bush Administration and could do little but prepare for the future.

I’ve been watching from the outside. I want you to know that Paul Rinaldi has made those preparations, having quietly established all the requisite building blocks for a time that has finally come. He was instrumental in getting rid of the lobbyists who had taken us for a ride almost immediately after taking office. Then he expanded the role of the talented Trish Gilbert and her legislative team, and together began the long and artful task of building good relationships in labor and on Capitol Hill that will serve you well for years. Finally, he harnessed the talent of our employees and transformed them into a satisfied, cohesive, and effective team working hard for every one of you.

You finally have the opportunity to change your relationship with our employer from confrontational to cooperative so as to transform your working place to one you can actually enjoy. In preparing for the next three years, Paul and Trish have proven that they excel in this arena and are best suited for the job. The National Executive Board and your new Vice-President, Trish Gilbert gave Paul unanimous support for these and other reasons. So should you. Please vote: you have no idea how important your representatives are to creating a workplace you want to work in.

Elections are here. It is time to vote. It is time to make your voice heard.

The time has come and NATCA is turning a new leaf. The workforce has become overwhelmed with young people who have held on through these tough times because at the end of the day, they want to be controllers. It is important, much like it was in the Presidential Election of our nation, that we, the younger generation of NATCA, votes in this election. The outcome of this election is key to our future; it is key to our livelihood.

After the arbitrator’s decision, some may not know how they feel. I was upset with some decisions, okay with others, and totally confused by some. But as we progress we will work through this together and we’ll need positive and strong leadership to guide us. One of the greatest things that the arbitrator’s decision gave us, other than pay, was a strategy to move forward on the Labor Relations front. This is extremely important as we adjust to the new contract. We need to put leadership into place to guide us through this agreement so that when we return to the process from the beginning, we must have the right players in the right positions in order to win our game.

It is my belief that this leadership begins with Paul Rinaldi. I have dealt with Paul on many occasions. Paul not only has been helpful and responsive, but he also shows genuine concern for each and every member that may approach him with an issue. He is experienced and has served this great union in many ways including both local and national positions, and it is my belief that in order for us to continue to fight for our rights and for our jobs WE need to elect Paul Rinaldi. Not only does he have the experience, he has the tenacity and passion to continue to fight on behalf of NATCA, and specifically for NATCA’s new generation. He was determined to keep NATCA united while the FAA imposed hellish work rules on us, and he succeeded; we are still here. It is up to US to do this.

A lot can be said about endorsements; The entire NEB and Contract Team endorsed Paul Rinaldi. Two major teams both want to work with Paul, now let’s make it happen. We need a team player as our leader; We NEED Paul Rinaldi. Vote. Get a friend in your facility to Vote. Call someone you went to school with and encourage them to Vote.

The 2009 National Election has resulted in a run-off for NATCA President. Considering the issues NATCA is facing over the next three to six years and given the activism within our union, we are hoping voter participation will be high. As your next National Executive Board, we are asking that you once again exercise your fundamental right as a member and vote.

There has been a certain amount of campaign rhetoric on the topic of endorsements and their value. Contrary to some opinion, an endorsement by a local, regional or national leader does not infringe on your right to vote for the candidate of your choice. Endorsements do not tell you how to vote, they tell you how someone else is voting and why. Leaders and activists within our Union base their decisions on experience with the candidates and issue endorsements as a public declaration of who they think is best for the job. That said, every member of your newly elected National Executive Board is supporting Paul Rinaldi for President.

While progress is possible with an executive board composed of differing political philosophies, we believe that more can be achieved when the President and NEB share similar viewpoints. Paul Rinaldi is the only candidate with the ability to work in unison with your National Executive Board and strike the balance necessary to keep NATCA strong, respected and effective. His unique ability to bring people together and develop relationships to find common ground on a wide range of interests is unmatched within NATCA.

Paul has worked tirelessly shaping and strengthening our Union so that we are poised to act quickly to repair the damage done to us by our employer. He will ensure that we come back even stronger with a more unified voice. His reputation for direct, straightforward candor and unrelenting determination is legendary. The next three years will undoubtedly shape the future of our Union. I strongly believe that Paul Rinaldi is the best candidate to move us forward. I have worked labor relations issues for three Presidents over the course of twelve years, each with their own strengths and weaknesses. I have also worked with both candidates over that same period of time. Paul’s strengths make him my choice for the future.

Leadership

I find Paul to be a strong leader that utilizes the people around him to accomplish the mission at hand. His understanding that delegation to the people most qualified is unequaled. He challenges those that work for him to prove that no stone has been left unturned. Contrary to popular myth, Paul has been very supportive of ATSAP. His caution and insistence that concerns are addressed has been twisted by cam- paign rhetoric to create an illusion of a lack of support. Paul is a man and leader that values this Union and the activists that work tirelessly to make things better.

Experience

Paul has the hands on real world experience in dealing with the FAA on labor relations issues. He has been a Facrep, an Arbitration Advocate, and a Negotiator. Something that will balance well with our EVP Elect, Trish Gilbert’s, extensive Legislative experience. Paul has applied these skills, not simply studied them.

Commitment

I have had the pleasure to travel to many cities with Paul in his mission to educate our membership on the tactic of Union busting. Something the FAA failed to accomplish. I have sat with Paul in the NATCA office until well into the night while he ensured that every detail of a project is finalized. This Union and it’s mission is in his heart.

Choice

This election provides us with an important choice. A choice of two dedicated NATCA activists. I was a dedicated supporter and participant in the re-election bid for one of the candidates in a return to the EVP position in 2003. My respect for that candidate is unmoved, but the necessary skills and experience needed to move our Union forward are possessed by Paul Rinaldi. Most importantly, I ask you to vote in this election. It is your future. When you do so, I ask you to join me in voting for Paul.

I have known Paul for many years and have worked with him while he was both Facility Representative at IAD and the Eastern Region alternate RVP. In this time I came to realize that Paul embodies a high standard of the principles and ethics that every NATCA representative and leader should strive for. The one thing that has always been paramount in Paul s philosophy is his belief that the strength of our organization lies within our membership and without protecting that membership we would fail to achieve even our most basic goals. I believe that with Paul as our President we will be able to protect and strengthen our membership and get back to where we were nine years ago before the FAA began trying to destroy both NATCA and our profession. Furthermore, I feel that we need to begin rebuilding our legislative ties to Members of Congress, and again I believe that with Paul as the leader of NATCA we will be able to garner the respect that our organization and occupation deserves.

With the recent decision by the ZOA Executive Board to endorse Paul Rinaldi for NATCA President, local officers are now free to offer their own personal endorsements. Accordingly, I am happy to offer my personal endorsement of Paul Rinaldi for NATCA President.

Over the past 8+ years I have served as the ZOA President or Vice President. During that time I was privileged to work with many of the finest NATCA Representatives from across the country. That list included both of the current candidates for NATCA Executive President. I have not encountered any representative who gives more of their time effort and passion to NATCA than Paul Rinaldi.

He has lived through the lawlessness of the past three years in the FAA, and has done so on the front lines from our National Office. He was present at the meetings with the Congressional Representatives and the White House as we fought to get a collective bargaining agreement. He was present when promises were made and should be present to see that they are acted upon.

Paul has served in many positions with NATCA and has negotiated agreements with the FAA on every level. He is well versed in Labor Relations, and most importantly in the forms of incremental LR that will be necessary to move our organization forward in the coming years. This form of incremental LR was useful as we fought for GI Bill benefits for controllers across the country. We need a person who understands that setbacks are a part of every long term negotiations, and understands the mechanics of how to overcome those setbacks and use them to your benefit in future meetings. Paul was instrumental in many of NATCA’s advances over the past years and he has demonstrated a work ethic that is second to none. If you were a beneficiary of GI Bill benefits I would ask that you strongly consider voting in support of Paul.

The days of getting everything that we want in a single cut are gone. We will have to work for every win. As we move forward with a new contract in hand, we will be looking for drastic changes in the FAA. This includes changes in the personnel who brought so much pain to our membership. Paul also represents a fresh face that the FAA will have to deal with on a new footing. He is the fresh wind of change that we will need, as we fight to secure and advance the restoration of rights and respect that will come with our new collective bargaining agreement.

Paul already commands the respect of the entire National Office staff. As employees they are prohibited from taking sides or endorsing candidates. Knowing most of them as well as I do, if they were given a vote I am sure that they would also join me in supporting Paul. We will need their commitment and hard work on our behalf in the months and years ahead.

It has been my honor and pleasure to serve this Union as a FACREP for 10 years of my life. During this time, I have met and served with some of the most unbelievably dedicated, strong and proud NATCA leaders. Paul Rinaldi is without a doubt one of these leaders.

It is without hesitation that I strongly support Paul Rinaldi as the next NATCA president. Paul has always been there for me, my family and of course NATCA.

As a FACREP I have worked with Paul on a myriad of issues. In October of 2002, NCT was just becoming operational and we had numerous issues with personnel and the actual operation. I picked up the phone and called Paul Rinaldi. Even though Paul was the Eastern Region ARVP and had many other issues to deal with he did not hesitate to share his ideas, suggestions and guidance. Paul definitely contributed to the successes that we have enjoyed at NCT since commissioning!

In January 2007 I was seriously injured and it was questionable at the time whether I would survive. Paul Rinaldi called my wife on many occasions to make sure that my family was doing alright and if they needed anything at all. When I was released from Intensive care after 15 days there were 10 calls from Paul on my cell phone! Paul is not only a strong Union leader but he is also a leader that puts every NATCA members and their family’s well being first and foremost.

I am extremely proud to call Paul Rinaldi my friend. I would be honored to serve with Paul Rinaldi as my NATCA President.

Brothers and Sisters:

I am writing you today from the perspective of someone who sees the union through your eyes, the newest, youngest members, crucial to the future strength of our union. Often times as developmentals or as young controllers we shy away from involving ourselves in the union, perhaps for fear of management and the feeling that NATCA subjects can be very taboo in your early goings, particularly prior to probationary periods being up. This is one of those times that we cannot afford to sit idly by and not get involved. Many of you may be concerned only with your training and just the idea of keeping your job. The outcome of this run-off election is far too crucial to the future of our union to not get involved. We owe this to those members whom over the last three years fought tooth and nail and continue to fight for us.

One of those people, perhaps the greatest of those, is our current Executive Vice President, Paul Rinaldi. The endorsements for Paul Rinaldi for President come far and wide and from some of the greatest minds in our union. The entire executive board has endorsed Paul Rinaldi - the people who have worked with him for the past 3 years, fighting for a contract, for us. While a PhD is impressive, it is not all that helpful when what we need is a leader who will guide us as we continue our struggle against the FAA, a proven hostile employer. Paul served as Local Secretary, Treasurer, Vice President, and 8 years as FacRep of IAD Tower, and 3 years as Eastern Region Alternate RVP, whereas Ruth has never even been a Facility Representative or even an Area Representative. Where Paul has served for 6 years on the Eastern Region third level grievance team, Ruth has never been involved the writing or presenting of grievances. We are entering a point where labor relations are crucial, we need someone with experience and proven leadership. Not someone whose FIRST negotiation, whose FIRST arbitration hearing would be as President of our great union.

One thing I want you all to know is that when we vote, when we choose our NATCA executives, we are voting on someone who will work for US. I can promise you NO ONE will work harder for you than Paul Rinaldi. He lives and breathes NATCA, he truly cares for our membership, and in our time of great crisis, he chose to rise up and fight. He could have taken time to let someone else fix our contract, but he chose to fight - fight for us, for our future.

Please join me in allowing Paul to continue to fight for us, as our leader, as our President.

NATCA Sisters and Brothers,

Over the past two years + of my employment with the FAA, I have seen, first hand, why it is so important to have good leadership, both in our agency and our professional association, NATCA. I, like many of you, was promised a better compensation package than I have received. In addition I have seen and experienced, first hand, the hard work and dedication of our brothers and sisters and what they do for us each and every day.

From the beginning of my career I started to see the positive advantages, both professionally and personally, of a NATCA membership. Now that I am a member I want to help support this association now and in the future. My commitment to ATC was deepened and encouraged when I met a man named Paul Rinaldi. I first met Paul, like many of you, at the academy. I talked with him, asked him many questions and learned more about NATCA. Paul listened attentively to me, the new guy, while I tried to learn more about our Association and its voice; however, looking back meeting him once was all it took! During my first year, as many developmental's do, I kept my head down. literally, in the books; worked hard, studied harder, received encouragement and was able to get results. Then a year later at a local NATCA event I met Paul for the second time, and to my surprise he promptly said, "Evan, it's great to see you again!"

I was very impressed that he remembered me two years after our brief conversation at the Academy. What I've come to know is that's just the type of person Paul Rinaldi is. Our current NATCA leadership team has lead us through some difficult times, both externally and internally over the past few years - yet Paul Rinaldi has been able to help bridge the gaps and keep us together in solidarity through his support at all levels.

In my off duty time I am now completing my Masters degree in Management. An ongoing discussion comes up in all my class about the importance of experienced, skilled and principle centered leaders and managers. There are constant conversations about the leaders of our nation and our businesses being vastly under qualified for their positions and their having little or no OJT experience. While still others flaunt their many degrees and white papers, without the practical experience to back them up. The reason I say this is because Paul Rinaldi has walked in our shoes, lived and breathed air traffic control and NATCA since his early days with the FAA, not only in the control room but in every stage of NATCA from the ground up.

We have all seen and heard his qualifications, he is the most qualified candidate in this race and is ahead of the others by many miles. In the time I have had to get to know Paul he has proven time and again that he is here for us. He works for us and with us to define and communicate a clear vision for us both now and for our future. Paul's attention to simple things like returning an email or call from the newest developmental, to making sure that our future is safe and our Profession continues to have the respect it deserves.

As a new hire under the IWR's I can, as you can, attest to the fact that these past few years have been difficult; but may I remind you that the future of our careers is of the utmost importance. As the President of our Professional Association, our voice, our leader - I want someone who is qualified in Labor Relations, Grievances, Negotiations and has lived and breathed what we do as controllers on a daily basis.

I now ask you to do three things: 1) When the ballots come out next week sit down, think about who will lead us in the future, choose a leader who can map out our destiny and successfully steer our course. The way I see it, that candidate has to have valor, honesty and be the most of qualified. Someone respected by the administration and his peers. Please keep in mind that over 500 executive boards, the NEB elect board and many local and national brothers and sisters of the NATCA leadership have announced their endorsement of Paul Rinaldi! 2) VOTE! and send in your ballot. This will be one of the most important votes in the current history with the FAA and if you have done your research, seen or spoken to Paul, the choice is clear.

Timing is everything

As this often-said phrase pertains to this election cycle, I agree wholeheartedly. The last three years required Legislative/Public Relations abilities; however, the next three demand a Labor Relations/Arbitration/Negotiating convergence of talent that is housed abundantly in one candidate, Paul Rinaldi.

I had the privilege of moderating the candidates forum in Dallas-Fort Worth in April, and both candidates were knowledgeable, engaged, and if elected will present an impressive voice for NATCA. But throughout the questions, Ruth did not give the impression that she would forcefully hold the Agency accountable for what they¹ve done, and frankly, this concerns me as we enter a time when our President must vigorously defend our new contract in Arbitration, the FLRA, etc. for us to restore the pre-IWR environment.

Based on Paul¹s answers that night and his reputation for relentless pursuit of our issues, I have no doubt that he will spill blood, his or theirs, to ensure the Agency lives up to this contract, and in just over two years when we return to negotiate the next one, we will be in a better position because of Paul¹s aggressive leadership.

In another time, Ruth might be the right choice, but in this unprecedented period where the next three years will absolutely dictate what our working conditions look like in 2015 and beyond, our leader will need to fight and claw for every inch of our hard-earned turf, and that leader is Paul Rinaldi.

I have declared my personal endorsement for NATCA President.

I firmly believe that Paul is the best choice for Newark Tower, the Eastern Region and our Union as a whole. I've worked with Paul over the past few years during our battles on the Hill over our contract and other FAA abuses and also gone to Paul for advice in dealing with the host of local management problems we've had at EWR. Paul is a rock solid union man who believes that our members deserve the best pay and working conditions that NATCA can get. Paul also won't forget who did this to us.......

I will say that I've also worked with Ruth Marlin in the past. I won't speak harshly about Ruth as she is an intelligent and hard-working NATCAvist, but she is not the right person for the job of NATCA President.

Only Paul Rinaldi has the experience, vision, passion and determination to guide our union through this transitional time in its history. Paul has done it all. He has been a FACREP, legislative activist, arbitration advocate and Executive Vice President of our union. While Ruth Marlin is a competent individual, she is not as well qualified as Paul Rinaldi.

In my time of need, when Mr. Ed Masterson and his cronies were hell bent on firing me and took every shot they could, Paul Rinaldi stepped up and proposed to the NATCA Executive Board that if FAA should fire me, NATCA would hire me to work at the national level and on Capitol Hill. The proposal passed the Board and is now on the books. Paul stood up for me in my time of need and he would do the same for you.

Each of us has an important decision to make. We were asked this question before, and less than half of us responded to the call. Coming soon, it will be the last time we are to be asked this question before the result is final and the next chapter of the life of our organization begins. Most of us will only be asked a single question. That question is who we want to lead NATCA for the next three years.

WE ALL MUST answer this time around. Every three years we vote, and in my 16 years, it always seems that the election at hand is “the most important” one in our history. This one is no different, and each of us knows it.

I have met and talked over the years with both candidates. They're both highly intelligent, motivated, impressive individuals.

Both will strive to improve communication with the membership. Both would be good representing our organization in front of Congress. Both would lead us well into our next contract.

One has been in the trenches as you and I have been for years. One has much more experience in negotiations; locally, regionally, nationally. One has been in front of us for the last three years as EVP telling us repeatedly “the next step” in the Agency blueprint to tear us apart and conquer us (it didn't work). One has been a leader for years, and this role will be no different.

When listening to the statements from both sides, I also listen to what our NEB says. They know each of the candidates much better than I. Most importantly, one has been thoughtfully endorsed by each member of the NEB. Read through their statements.

We are about to be resurrected from the darkest period in our unions history. As we emerge from this darkness we find that our future awaits us. This future is not one for us to keep, but only to borrow as we pass through during our time of occupation. The direction we will take is vital. The leadership we choose for the next three years will determine that direction. Although you have a choice, you also have a right, an obligation and a duty to decide that direction. It has been well established the arsenal of qualifications that Paul maintains. These include facility representative, alternate regional vice president, contract negotiator, MOU negotiator and executive vice president. One of the lesser known virtues of Paul is his background in safety. Paul spent several years as a union air safety investigator. During this role, he worked alongside controllers and NTSB to help establish a safer national airspace system for controllers and the flying public. Paul is the only candidate that has actively represented this union in a safety related capacity. It should never be a quick or easy decision when it comes to who you are going to vote for to hold the highest office in our union. The decision to endorse a candidate is one that can never be taken lightly or without a serious evaluation of the qualities of that candidate. One must decide if that candidate has all the tools necessary to move the people they represent forward and to lead them through the myriad of challenges that will be faced. To my sisters and brothers,

When I decided to run for NATCA President, it was because I felt that the membership needed to be re-energized and re-focused. I felt there was a palpable lack of inspiration and leadership, and that it was time for those of us that have been leading at the local and regional levels to step up. What I saw in the upcoming election season, was just more of the same. I believed it was time to take hold of our great Union and lead by example.

Since I was a relative newcomer at the national level, it was important that I get the word out early of my intentions and I did so without reservation. It seemed to be a win/win proposition for me. I win the election and get to lead NATCA from the top spot or I fall short and I get to continue my work here in South Florida as a NATCAvist. My first love has always been working as an Air Traffic Controller and that is where my heart lies. There is no better job on the planet and no better people to work with.

Our NATCA family has taken many hits over the past couple of years, but we continue to stand tall. This is only because of the talent and commitment of so many members and activists across this organization and country. And though these are the reasons I wanted to lead this great organization, I must accept the political landscape with which I am faced. Even though I wanted to be the one to lead the charge for the next evolution of our Union, I must confront the reality that it may not yet be my time and that I must stand by my principles, first and foremost, as a supportive Union brother.

As time has gone by, the one person who I believe shares the same vision and commitment as I, decided to take on the challenge as President. As someone who strove for the position, I must consider what is best for NATCA because that is where my heart is and why I stepped up to begin with.

Paul Rinaldi has done an exceptional job as our Executive Vice President and will continue in a similar fashion as our next President. Paul has decided to run as a ticket with Trish Gilbert. Their qualifications, experience, and dedication are documented. Their integrity is above reproach. Having Paul as President and Trish as Executive Vice President is an impressive combination and I look forward to campaigning on their behalf.

This decision has taken me a great deal of time to make due to the fact that I wanted to talk to all parties involved, and make sure that my instincts were correct. I believe they are and as such, I am officially withdrawing from the race for President of NATCA.

I strongly urge all of my supporters to follow my lead and fully support Paul and Trish. The past two and a half years have been the darkest in NATCA's history. I am proud to have been on the front lines, as a Facility Representative and Alternate RVP, battling the Agency at every turn alongside Paul and Trish. It is vital that our leaders not only talk a big game, but they must also have the ability to listen to those in the field and be able to delegate to others. I believe Paul and Trish possess these qualities and will take our Union to great heights.

This letter represents a repeat of a pleasurable experience for me--a public endorsement of a NATCA national candidate. The last time was for Mr. Rinaldi for Executive Vice President of NATCA. Now, it is for Mr. Rinaldi for NATCA President and Mrs. Trish Gilbert for the position of Executive Vice President of this Union. I feel driven to let you know why I am writing it. One reason is it may help gather other supporters; another is that this is one of those singular moments that Union officers and members ignore at their peril. I will not rehash the multiple attacks from the FAA facing us, but of one thing I am certain: this opportunity for evolution (even revolution) will not come again soon, and I am convinced they are the persons to capture it.

I have known Paul for many years now. I call him a friend. We were Fac-Reps in the Eastern Region together. Paul became ARVP for Mr. Barbarello. I went to the NLC. I have always admired Paul’s ability to stay on point and his ability to always look for solutions versus joining the growing emotional wave of discontent. Constantly finding a way to lead this Union to higher ground and out of the violent surf the FAA has created with its imposed work rules. His LMR skills are surpassed by no one. But, closer to my heart is National politics. Paul has always been involved from the very beginning of NATCA’S legislative initiative. Even when a great deal of our leadership was blind to the importance of the legislative effort, instead believing LMR to be the only avenue, I saw Paul at nearly every NATCA in Washington. I saw him in the Halls of Congress walking with the issues of the day. He has carried the knowledge that Congress is our link to this Union's success to his current position as EVP. He has empowered this small Union by nurturing and strengthening its legislative arm to a point heavy weight status. I liken it to Popeye v. Bluto.

I have heard Paul, what seems like monthly on the Ed Schultz show. He has grown into a media master while on the job at Massachusetts Ave. I have found tears of pride on my cheeks listening on my way to work in my business casual attire, wondering what hypocritical hysteria the FAA will have tried to impose on my RDO’s. His nationwide effort to inform our members of the union busting tactics and that our solidarity “is their enemy” has be transformational to this Union.

I first met Trish Gilbert on her first day on the National Legislative Committee. Trish had been a Fac-Rep at Houston Center but I had never had the privilege of meeting her. My first impression has been a lasting one. She is awesome! I have never seen a harder worker. She immerses herself in her work and will not settle for anything less than perfect. I, and am sure the rest of our members have seen her tireless work for the NLC in her second term as Chairperson. She has made that committee the strongest and most respected committee in this Union. With its budget second to no other standing committee, she will be the perfect choice to assume the financial responsibilities of this union. We have worked together as leads for NATCA in Washington. She looks for input from all sides of an issue and is confident enough in her abilities to hear support as well as criticism for an issue and use all positions to reach an informed decision. Her leadership has no boundaries. People want to follow her because of her passion, honesty and enormous heart. I dare anyone to keep up to her when it comes to their work ethics. Can’t be done!!

Paul and Trish together on one ticket are like the dream team of Union officers. They both have tremendous respect for one another. I personally have observed them working together. I was extremely impressed. They want to hear the others opinion and largely had come from different positions to walk out unified on their position after they met.

In thinking carefully about the strengths of the candidates, I stunned myself when I came to the following conclusion: that in addition to keen intelligence, integrity and a rare authenticity, they exhibit something that has nothing to do with age, experience or gender and something I don't see in other candidates. That something is a creative imagination when coupled with brilliance equals wisdom. Wisdom is a gift; you can't train for it, inherit it, learn it in a class, or earn it in the workplace--that access can foster the acquisition of knowledge, but not wisdom.

When, I wondered, was the last time this Union was guided by such a leader? Someone whose moral center was un-embargoed? Someone with courage instead of mere ambition? Someone who truly thinks of this Union's members as "we," not "they”? Someone who understands what it will take to help NATCA realize its potential, what it can be to the aviation community, the public and its member’s livelihood in these rocky times?

There have been a few perceptive leaders in our past, but you are the man and women for this time. I am honored to give you my endorsement for the offices of NATCA President and Executive Vice President of my Union. I encourage my Brothers and Sisters to vote Rinaldi / Gilbert!

I have been actively involved with NATCA for the past two years and have been a member of the National Legislative Committee since July, 2007. During this time I have had the opportunity to serve under both Paul Rinaldi and Trish Gilbert and have firsthand experience of their dedication, passion and leadership abilities. I have witnessed Paul and Trish operate during these most difficult times for our union, an era that, in the words of Thomas Paine, “are the times that try men’s souls.” Paine also stated that those who stand by an organization during a crisis “deserve(s) the love and thanks of man and woman.” Paul and Trish have been steadfast in their dedication to NATCA during our crisis and have earned a place as President and Executive Vice-President of our Union.

The ability to lead and get an organization unified and headed in the right direction is the most critical test for any candidate for office. Paul and Trish have this ability; to unify NATCA and focus it on our common goal. I have seen this ability in both on countless occasions. Just ask those who saw Paul’s “Right Now” presentation at NATCA in Washington 2008 or his “Confessions of a Union Buster” road show. Trish has taken NATCA’s legislative goals and focused the NLC and our grassroots legislative team on those goals. She has led the effort to keep the NATCA PAC the envy of the Federal Sector and she has helped make seamless the gap between NATCA’s Government Affairs staff and our grassroots operation. This is the team we need to lead us into the future.

Both Paul and Trish have shown a passion for the jobs they have and a dedication to NATCA that I cannot even think of having. They will be tireless workers for our union, for the labor movement at large, and for each and every member. The amount of time that Trish gives to NATCA above and beyond her career at Houston Center is truly an amazing feat.

During the past three years we have weathered what can only be described as a union busting "perfect storm". Through solidarity, constant media exposure, and relentless legislative efforts, we survived the war waged by the Bush administration. While our Union is now battle hardened and forged anew, we must bare in mind, a new Administration brings with it new challenges. Our Union needs the vision, strength, and constant vigilance to meet these new challenges, and to overcome the remaining hurdles left by the Bush Union busters.

The two people who have the attributes required to meet these challenges are Paul Rinaldi and Trish Gilbert. They are exactly what our Union needs.

Paul has repeatedly demonstrated throughout his tenure as a NATCA Representative, that he is driven for our collective cause. In addition to his vision, strength, and perseverance Paul possesses the needed experience to lead our Union into the future.


Because of Trish’s guidance, NATCA has achieved legislative greatness. Thanks in large part to her efforts; our relatively small federal Union now carries the weight equal to the other (larger) Unions affiliated with the AFL-CIO. Our small Union is a Labor force unlike most Union many times our size.

NATCA has been adrift for too long. It is time for leadership that leads with the words, “follow me.” Paul and Trish are those leaders. I can’t begin to tell you how excited I was when I found out Trish Gilbert was running for EVP and Paul Rinaldi was running for NATCA president. It is wonderful to have two great NATCA leaders running to be the voice and face of NATCA for our future.

I have known and worked with Trish for several years on the southwest region legislative committee. I have seen her tireless efforts on behalf of NATCA. I have seen how hard she works and with such optimism that it becomes contagious for all those around. Trish is the foremost expert on NATCA legislative issues and knows how congress works. Her energy and vision is remarkable and NATCA would benefit from what she brings to the table. As a NATCA activist, I respect her opinion a great deal and have turned to Trish for advice on several occasions over the last two years. Also, in our darkest hours, I have turned to Trish for motivation I need to continue the fight. I proudly endorse her for EVP, she is what we need.

I don’t know Paul on a personal level but I do know Paul from watching him in his position as EVP. I am impressed with Paul and his ability to motivate the NATCA membership. I have sent members from my facility to different classes over the last two years and they all come back motivated and ready to work and they all attribute it to Paul’s ability to motivate. I also believe Paul is a wise leader who knows when to push and knows when to lay back and see what happens. In the past, we have had fiery speakers as President but passion alone will not win the day. We need a leader who will motivate the membership and be a leader not with words alone but by his deeds. Over the years, NATCA has generated leaders of great strengths and experiences. Only seldomly do individuals come along who exhibit such a combination of characteristics that no litany of superlatives seems quite sufficient to describe. In this upcoming election, not only is there one candidate who is deserved of such descriptives, but two: Paul Rinaldi and Trish Gilbert. Rather than focus on a myriad of attributes, there is one rare trait that both these candidates share which is readily apparent but should be illuminated – their ability to inspire.

The passion for Union activism often smolders beneath the surface in the general workforce. Paul and Trish have repeatedly demonstrated their ability to fan these embers and ignite a blaze of Union pride and action. As facility representative at Houston Center, Trish inherited a Local which persevered in the difficult times of the mid 1990’s primarily through the efforts of a small number of dedicated representatives. Trish reached out to harness the talents and energy of a much broader cross-section of the membership, ultimately increasing active Union participation exponentially and thereby strengthening and deepening the Local. This commitment to our organization continued well beyond her terms as facility representative and her efforts have inspired activists across the nation. Similarly, Paul’s oratory skills have touched the hearts and spirits of the membership, both current and potential. During our current tribulations, when the passions of the membership were at risk of being quenched, Paul has found a way to rekindle the sparks of Unionism. For a Local highly at risk of being overrun by apathy and emotional resignation, his vision has defined our challenges and offered a lifeline to continued hope and the will to carry on.

Knowledge and strategic insight can be developed in any leadership position. The ability to uplift the spirits of the membership and inspire individuals to embrace a direction regardless of the existing roadblocks is the truest core of any great leader. Paul and Trish are the embodiment of such character, and thus I fully endorse both in their efforts to be elected as President and Executive Vice President of our great Union.

Until three years ago, we were not as familiar with Paul Rinaldi as other parts of the country. It did not take long for Paul to earn our respect. Paul’s communication, motivational and leadership skills are second to none. His work educating NATCA members on the Agency’s Union busting tactics was crucial work for the future of this Union and the Air Traffic Control profession. The Agency thought they would divide and conquer us, the Agency thought that NATCA members would roll over and give in to the FAA’s whims and wishes, but Paul Rinaldi helped make sure that didn’t happen. It has been an honor and a privilege to have worked side by side with Paul throughout the toughest years in our Union’s history and we look forward to Paul’s leadership.

Trish has been a tireless activist for NATCA and has worked on behalf of this Union for many years. Our membership recognizes Trish’s commitment to legislative issues and her work as Chair of the National Legislative Committee. Trish works 40 hours a week as a controller in Houston Center and spends most of her weekends and own time working to fix the injustice thrust upon us by the Agency. Her knowledge of our legislative issues, her hard work, and dedication make Trish the clear choice for Executive Vice President.

As we continue to move towards repairing the harm the Bush/Blakey administrations have laid upon our workforce and the entire National Airspace System, we feel that Paul and Trish have the experience, knowledge and dedication to lead NATCA.

It gives me great pleasure to write you endorsing Paul Rinaldi and Trish Gilbert for NATCA’s President and Executive Vice President respectively.

While we might have had a change in our country’s administration, the hard work of fixing what has been wronged to us and our union brothers and sisters across the nation has just begun. In these trying times NATCA needs its two top leaders to be as one. These leaders need to be in concert, constantly communicating with each other so that together the best interest and intentions of our UNION can be heard. While the office of NATCA President and Vice President by constitution are voted on independently by NATCA members, having two experienced activist and union leaders committed to work together in their campaigns, gives me great confidence that they will work together for us and our goals with as much commitment while in office.

Both Paul and Trish as members and leaders of NATCA have show unwavering commitment throughout their service to our union. Never looking for the spotlight and like most union activist they have sacrificed personal family time for us as their NATCA family, and have spent countless hours of their own leave and money to further our interests. Unionism and solidarity are in their blood and as President and Vice President they will show that they can work just as hard for us tomorrow as they have work for us yesterday.

In the long time that I have known of Trish and watched her from a distance, she has ALWAYS inspired me and many others through her tireless work and devotion to Our Union and its many causes. Whether as the NLC, or beyond to NATCA in Washington, Eastern Region FacRep Meetings, or Mini Lobby weeks, she has always been at the forefront of Our Causes and Battles.  Her clear and concise grasp of the situations that faced us and the leadership she has provided thus far leads me to know undoubtedly she is the BEST choice to move us forward with Paul into the next phase of our Union's Proud and Historical Achievements. I had the pleasure of attending the Boston Convention in 2006 where the theme was “NATCA Revolution”. It was one of the best conventions I have ever attended and the team pulled it off flawlessly. Unfortunately it was an election year and suffered the consequences of being such. It served as the venue for what I believe to be to be the catalyst for what many of us see as the division of our Union. We were going through a contentious campaign for a change in our leadership while the agency was playing us. They knew we were going to be in a fight for control of their most powerful Union and worked us. They did everything they could to divide us and have not stopped since. Flash forward to now. We are once again in the same boat. It may not be a convention year but the stakes are just as high if not higher. And do we let ourselves get played by the FAA again? I don’t think so.

Recently I had the opportunity to participate in candidate forums at the Five Region Meeting in San Diego. I can unequivocally say that all of those that were there that want to lead can. They have your best interests in their hearts and I would serve any of them that asked me to. That being said I do have a choice and obligation to be vocal about who I am supporting in this election for our future. And that is that I am endorsing the “team4thefuture” Paul and Trish. I believe that Paul and Trish have the direction that I want to see this Union go as a member and activist. That they have the belief and vision that they can not only re-unite my Union but take anything the “new” agency can throw at them.

We are at the cusp of a wholesale change of who we are and what we want to be. It can’t be about the old guard, the middle guard or the new guard. It has to be about all of us. And I believe that Paul and Trish can get us there. That they can take us beyond the “NATCA Revolution” to the “NATCA Evolution”

Being part of the new blood for the union I’m excited to see Union leadership that unites and excites us going into the years ahead. Paul Rinaldi and Trish Gilbert have put their hearts and hard effort to strengthen our union. I endorse them for President and Vice President respectfully.

I knew Trish due to my father a retired controller at ZHU, I grew up knowing she was an amazing person. I wasn’t surprised when I started my career to learn Trish Gilbert is one of the most respected NATCActivists in our union , I have not met anyone to tell me otherwise. Trish’s experience dealing with labor relations has continuously grown all due to her willingness to represent others from the start. How can one not have respect for one that has built so many key relationships for NATCA . I know she has given so much to our Union and continues to do so. Trish has been infectious in her drive to help grow our PAC and legislative influence. I also know Trish will not back down and fight for our rights.

Paul Rinaldi has my respect for not only being a terminal controller but his strength as a leader. In my short career I have had the pleasure to hear Paul speak to audiences quite a few times. Paul has traveled through our facilities to give speeches on the union busting tactics of the FAA. Paul took it upon himself to educate the membership on these tactics, showing his drive to keep our union strong. I can say he has impressed me while talking and answering questions one on one. On more the one occasion he has made time to talk to me personally and answer my concerns, the first time being 2 years ago at a Oklahoma city meet and greet. His clear concise answers and solutions tell me he is a strong leader, he answered honestly, and communicates what our union needs to do to fix and fight our problems. Paul continues his open communication to members, not only one on one but to every member daily.

Paul and Trish are ready to strengthen and lead our union away from the white book into our profession’s future. Together they offer communication, strong leadership, labor relation experience, legislative knowledge and above all, seeing the two work together, unity.

My experience with Trish Gilbert dates back fifteen years, when she and I served NATCA on a National AWS negotiating team. Trish proved to be a steely-eyed negotiator, a worthy adversary to the Agency and someone who worked tirelessly to ensure the best outcome for her membership. As a new controller in the agency, one is faced with many choices some hard and some not...my choice to endorse Paul and Trish is one that leaves me without question and without hesitation. When I began my career two and a half short years ago, I quickly recognized that Paul and Trish are strong individuals who will lead our union in the right direction during this very exciting time.

I first met Paul at the FAA academy when my career began, a time when we received no per diem, and worked under the newly imposed FAA work rules. Most of us questioned whether or not we made the right career choice in becoming controllers. I had several concerns and Paul took the time to address each and every one of them. He listened with an open mind and an open heart. He didn't make false promises of what was to come ahead only promised that it would be an uphill battle and that he felt confident we all would be stronger as a result. He showed care and compassion for all of us, new and experienced controllers. Paul is an incredible individual and our union and our future will be in excellent hands with his dedication, determination, and leadership guiding our way.

And although I did not have the same introduction with Trish as I have had with Paul, I have learned through taking an active NATCA role that Trish brings her own incredible assets to the team. It is clear to see why Paul and Trish's successes go hand in hand. With time, I have grown to see Trish in the same light as I see Paul. She is truly an extraordinary hard working individual. She has not only broken the glass ceiling she has shattered it. She is truly an inspiration and I feel honored to vote for her.

We are facing a crucial election season, and an extremely important new chapter in NATCA’s history. All of the candidates currently running for the leadership of our great Union are familiar to NATCA-ZFW and its leadership. Each of them has served our union in a variety of roles, and with dedication. At this moment in time, where the next three years will present such a variety of challenges and opportunities, the choice is clear: Paul Rinaldi and Trish Gilbert have the skills and leadership we desperately need.

Beginning in 2005, the FAA basically decided to declare war on its own non-management employees. During the bitter struggle that has followed, Paul and Trish have been champions for our Membership, serving heroically as Executive Vice President and National Legislative Chair. Whether the next three years bring a peaceful reconstruction, a continued battle for justice, or a complicated mixture of both, the candidate with the full range of talents to lead our union is Paul Rinaldi. With her extensive lobbying background, budgetary experience, and congressional contacts, NATCA will be extremely well served with Trish Gilbert as our Executive Vice President.

For Paul and Trish, who are extremely popular and respected in their current positions, to step forward as candidates to lead NATCA in this next year took vision, dedication and courage. I have spent a good amount of time researching who I will vote for to lead NATCA into the future. It has been a difficult choice as all the candidates bring different skills to the table. Every candidate is to be commended for their desire to lead and the sacrifices they have made and continue to make for NATCA. At every function I have attended in the last six months I have made the effort to seek as many candid opinions as possible about all the choices we have. With the exception of Pat Forrey I have spent time with each of the other national candidates discussing our issues and getting a sense of how they would lead the union. The time for research is over and we will be voting soon. I am pleased to endorse the Team4theFuture. I will cast my vote for Paul Rinaldi and Trish Gilbert and encourage you to do the same.

I have known Paul Rinaldi and Trish Gilbert for many, many years. From the first time that I met them, they have both been on fire for NATCA. There are few jobs within the Union that they haven’t held; Area Rep, Legislative Rep, Local Vice President, Local President, Third Level LR Team, National Legislative Coordinator, Executive Vice President. They have dedicated their lives to you and our Union. The time that they have spent doing the work of the Union has prepared them for this next task. It is the depth of their knowledge and skills as well as their finesse that we need in our elected leaders.

Paul and Trish have demonstrated to me that they know when to act in partnership and they know when to take firm Union stance. They are both motivators to us and a calming factor for us. They always think before they speak or act. When they can, they solicit input first; when they can’t, they go on and get the job done right, the first time. They both think very well on their feet. Their advocacy for our Union is passionate, steady and effective.

Some of our members have questioned the intent of their actions at such a pivotal time for our Union and our profession; I am certain that running for office was a difficult decision to make when you just look at the moment, here and now, and what is occurring within the FAA and the Union right this second. But Paul and Trish are not just focused on the here and now; they are both forward thinkers. Obviously, they are not afraid to make tough decisions and they are not afraid to stand up for what they believe in; you, me, our Union and our jobs! There is no better time than right now to support them and have them lead us into the future.

Looking forward to a new era in NATCA and our dealings with the FAA, it is hard to predict how smoothly it will start. I'm convinced that we will still have many challenges and even battles over issues that are very important to us. While full out war may be drawing to a close soon, there will still be a great deal of strategic maneuvering, legislative savvy, inspiring the membership, and old fashion hardball required. We the members of the Memphis Center EBOARD (ZME) support the following individuals for election to their respective NATCA National Offices. We support Paul Rinaldi for President and Trish Gilbert for Executive Vice President. It is our belief that the above mentioned candidates show the greatest leadership qualities needed to advance NATCA’s causes over the next three years. We know that Paul and Trish understand the legislative fight has just begun. We will hopefully have a ratified agreement within the next few months. However, there are some laws that have to be changed to prevent the past three years from occurring again. These laws will not change rapidly and there will be a need to utilize all of NATCA’s contacts and influences to get these changed.

During the past year, Ms. Gilbert, as National Legislative Chair, spent her days off and annual leave to garner Congressional support for our cause. She has given much needed guidance to National Legislative Committee members and FacReps in how to work in the local political arenas to be successful. Ms. Gilbert has been working the FAA’s realignment issue on the Hill with all of her contacts as well. Not only has she been leading this fight she has walked the picket lines.
Mr. Rinaldi has led the opposition to the ill advised realignment efforts by the FAA; which we already know, have been concentrated in the Southern Region. Mr. Rinaldi attempted to meet with FAA executives to explain our concerns.

Mr. Rinaldi and Ms. Gilbert understand the need to educate the future leaders of NATCA. Education on Labor Relation issues as well as Labor Law makes for a more intelligent membership. With this education, the future leaders will rise up and help this Union grow beyond anything we can imagine. Currently there are more FacRep and arbitration classes being conducted. These classes are conducted in regional as well as national locations. Mr. Rinaldi and Ms. Gilbert want to continue this practice and expand it whenever it is necessary.

Mr. Rinaldi and Ms. Gilbert believe there needs to be more communication from the top down. Mr. Rinaldi presently provides a weekly update from the National Office. Ms. Gilbert provides legislative updates that are available on the NATCA BBS website. They will continue to provide this much needed information to NATCA’s Membership.

There are some members that are bothered by the fact Mr. Rinaldi and Ms. Gilbert are running together, as a ticket. The ballot does not require a member to vote for both candidates; that is a misnomer. The ballot is separated by office. Paul and Trish realized early on when they discovered that they were both running for office that they shared a lot of the same ideas, objectives and passion for NATCA; they then decided to run for office as a team. We as a Union have a chance to move NATCA forward by leaps and bounds in the next three years and it makes sense to have a team accomplish that mission.

Those of you veterans know that the last 6 years have not been our best. You new folks haven’t witnessed how good a facility can be when NATCA is an equal partner. The FAA took away our contract and refused to collaborate, but we all know that mind-set is about to change. The future of NATCA looks bright again and we need leaders who can take us to that next level. We believe Paul Rinaldi and Trish Gilbert have the experience, energetic drive and hard work ethic to get us there. They have both been in the fight when the fight was not going our way. They never wavered or quit but stepped up to the next challenge. It’s this unwavering work ethic that we need at the helm of our union. The Boston TRACON Executive Board is proud to announce their unanimous support of Paul Rinaldi for NATCA President and Trish Gilbert for NATCA EVP. We have hosted all but one of the candidates at the facility. We have had the opportunity to listen to their messages and find that two of the candidates rise above the others. Paul and Trish stand out due to their vast experience and also their vision of our future and the strategies they will use to get us there.

Sisters and Brothers,

This year's election for NATCA's leadership is one of the most important in our Union's history. First and foremost it is important that we ALL vote. Second, it is very important that we elect leaders that will take NATCA in a direction that will most benefit our Membership as well as our Professions.

With that being said, it is my distinct pleasure and honor to endorse Paul Rinaldi for the office of NATCA President and Trish Gilbert for the office of NATCA Executive Vice President.

Paul is a NATCA leader that has worked very hard for our Membership. He has served in capacities that have uniquely prepared him for NATCA's Presidency. He has a passion for NATCA that I have seen in few others. His Confessions of a Union Buster presentations have served our Membership very well to educate as well as motivate. I have gotten to know him personally over the last couple of years and I can tell you with all sincerity that Paul is a genuinely great guy with the utmost integrity. He has a vision for the future of NATCA that will take our Union to where we need to be in the next three-plus years. Paul has worked very hard for us in the past; let s keep him in the Krasner Building working hard for us as President.

Trish's work for NATCA has positioned our Union to achieve goals that we could not have imagined fifteen years ago. Her work, as Legislative Committee Chair, is the kind of leadership that we need in Washington as our Number Two. She has worked as hard, if not harder, than any NATCAvist that I can remember and has achieved results in the Legislative Branch that will pay big dividends for our Union Members. If there ever is a NATCA dictionary written, they would place Trish's picture beside the word NATCAvist . Let's put Trish in the EVP office so that she can continue to lead the way that she has shown that she can but with greater responsibility, producing greater results for NATCA.
